Chapter 2.16 EMERGENCY PREPAREDNESS
2.16.050 Director of emergency preparedness--Authority and responsibilities.
A. The director may employ a deputy director and such
clerical, stenographic, technical or other personnel as are essential to
performance of the functions of the office of emergency preparedness, subject to
the approval of county supervisor. He may fix their compensation and make such
expenditures within the appropriation, or other funds, made available to him for
purposes of emergency preparedness.
B. Where no county official or employee is qualified and
available for performance of certain primarily technical functions, or functions
which require special skills or professional qualifications not normally
required in the routine operation of county government, but which are essential
to effective emergency operations, such positions shall be filled by appointment
of qualified individuals. Persons selected to fill such positions shall be
appointed or commissioned by the administrator upon recommendation of the
director of emergency preparedness, and shall, while serving in their appointed
positions, exercise authorities and responsibilities, and have the same
immunities, as officers and employees of the county performing similar
duties.
C. The director shall be the executive officer of the office
of emergency preparedness and shall be responsible for directing the day-to-day
operations of the office of emergency preparedness and coordinating activities
of the various county departments, and the municipalities, in preparing for and
operating in disasters as contemplated herein. He is additionally empowered and
required to coordinate with and assist county officials and employees in
development of plans for the immediate use of all facilities, equipment,
manpower and other resources of the county to minimize or prevent damage to
persons or property of the county in disaster emergencies. (Ord. 95-O-15
