Chapter 2.20 FIRE PROTECTION SYSTEM
2.20.070 Fire-rescue commission--Additional duties.
The fire-rescue commission, with such assistance of the
county fire coordinator, is required:
A. To submit to council annually, at a time designated by the
council, a budget for the ensuing fiscal year adequate to fund the operation and
maintenance of the new district. Such budget shall be divided into three
parts:
1. Operations, which shall include all funds budgeted for
operating, supplying and equipping the line fire and/or rescue
departments,
2. Administration, which shall include the cost of the county
fire coordinator and his staff and their operations, supplies and
equipment,
3. Capital improvements, which shall include the cost of
purchasing buildings and major vehicle and equipment purchases. Such budget
shall list all funds which the fire-rescue commission anticipates will be
available for the operation of the new district. All funds appropriated or
granted to the new district, including funds appropriated by the council, shall
be deposited and expended as provided for in the budget. All funds appropriated
or granted to the new district shall be used exclusively for providing fire
protection and rescue services. All financial procedures relating to the new
district, including audits, shall conform to the procedures established by the
council;
B. To submit to the council annually the amount of funding
recommended to be appropriated for the upcoming fiscal year in order to defray
the cost of the fire-rescue program;
C. To submit to the council copies of all contracts proposed
by the commission pursuant to Section 2.20.060(D) for the ensuing fiscal year.
Such contracts shall be deemed to have been approved by council unless rejected
or modified prior to passage of the budget for the ensuing year. (Ord. 93-O-17
