Chapter 2.20 FIRE PROTECTION SYSTEM
2.20.090 Fire-rescue control board--Purposes and objectives.
A. The purposes and objectives of the fire-rescue control
board shall be:
1. To nominate nine individuals for selection to a
five-member fire-rescue commission to be selected and appointed by county
council;
2. To promote, solicit and evaluate citizens’
participation in identifying needs and problems associated with fire protection
and rescue services within the new district;
3. To promote, solicit and recognize volunteer assistance in
the provisions of fire protection and rescue services within the new
district;
4. To inform residents of the new district about fire
protection and rescue measures, programs and facilities;
5. To formulate recommendations for policies and procedures
to strengthen, promote, coordinate and improve fire protection and rescue
services within the new district with the goal of protecting the life and
property of persons within the new district and obtaining the best fire
insurance rating practicable within given financial constraints; and
6. To promote cooperation among the various entities
providing fire protection and rescue services within the county.
B. Pursuant to the purposes and objectives of the fire-rescue
control board, the board shall:
1. Recommend to the fire-rescue commission the purchase of
such fire-fighting equipment as it deems necessary for the purpose of
controlling fires within the money allocated or made available to the
fire-rescue commission for such purposes;
2. Recommend to the fire-rescue commission sites or places
within the area where the county’s fire-fighting equipment may be
kept;
3. Develop plans and recommendations for the training of
firefighters to insure that the equipment shall be utilized for the best
interest of the new district;
4. Recommend to the fire-rescue commission and monitor
standard operating procedures for the upkeep, maintenance and repair of the
trucks and other fire-fighting equipment and to that end shall, as often as is
deemed necessary, inspect such equipment;
5. Recommend to the fire-rescue commission such rules and
regulations as it deems necessary to ensure that the equipment is being used to
the best advantage of the new district;
6. Recommend to the fire-rescue commission construction, if
necessary, of buildings to house the equipment authorized herein;
7. Recommend to the fire-rescue commission that the county
enter into contracts or agreements with any public or private agency for the
purpose of improving services to the new district or the obtaining of financial
aid for the benefit of the new district, provided that such contracts shall be
subject to approval by the county council;
8. File quarterly with the fire-rescue commission copies of
minutes of all meetings for the previous months;
9. Study, investigate, develop recommendations to the county
administrator, through the fire-rescue commission, matters concerning the needs
and problems affecting the provision and the coordination of fire control
