Prior to making any substantial changes in funded CDBG projects, the county shall hold one or more public hearings to inform its citizens, particularly those who might be affected, of the proposed changes and anticipated impact. Substantive changes shall be defined as any changes which will increase or decrease the number and location of beneficiaries by ten percent, and increase of ten percent or more in a line item of an approved project; and deletion or addition of an approved application.
