2.28.020 Requirements, duties and responsibilities for all county-appointed boards and commissions.

A. The duties imposed by this section shall apply to all boards and commissions whose members are appointed by county council.
B. All such boards or commissions shall have an officer who shall be responsible for keeping minutes of regular meetings, which minutes shall reflect, among other things, those members who are in attendance and those who are absent.
C. It shall be incumbent on the chairperson of such board or commission to notify the council clerk when any member has been absent at three consecutive regular meetings.
D. The chairperson shall also prepare an annual report, which shall state the number of regular meetings attended by each member and the number of absences of regular meetings for each member of the board of commission.
E. Any member of any board or commission may be removed at any time if he or she has missed more than three consecutive regular meetings or more than seventy-five (75) percent of the regular meetings for the preceding year.
F. The duration of the term of any member who is charged with violation of a criminal statute, or who fails to comply with a federal, state, or county directive, or who neglects official duties, or proves not otherwise suitable for such office in the judgement of county council, shall terminate simultaneously with the appointment of a successor upon motion of county council.
G. Hereafter, no officer or employee, whose office or position is pursuant to election by county council, shall be entitled to the grievance procedures provided for other county employees.
H. Except by unanimous vote of county council, no member of any board or commission shall serve on that board or commission for more than two consecutive terms or eight years, whichever is the lesser.
I. The chairperson shall furnish to the county such additional reports as the county administrator may deem necessary from time to time.
J. Any member of a board or commission appointed by county council shall be a resident of Colleton County. (Ord. 02-O-24, 2003)
