2.30.060 Committees.

A. The council shall be comprised of five standing committees as set forth below and the chairman may appoint such other committees from time to time. Each committee shall consist of at least three members of the council. The chairman of the council shall, within ten (10) days after the first regular meeting of the council in January following a general election, appoint the standing committees of the council. The chairman shall also appoint a member of each committee to serve as its chairman, but no member of the council shall be appointed as Chairman of two standing committees. Members of standing committees shall serve for a term of two years unless removed from such committee by the chairman with the consent of such member. Standing committees and matters of which they have jurisdiction as items are referred from the council are as follows:
1. Administrative Committee. The committee’s jurisdiction and mission is to establish and maintain a general county personnel policy, make recommendations for employee classifications and pay plan, implementing a system of rating for the various county agencies, establishing training programs, job descriptions, grievance procedures, and any other maters affecting the selection, appointment, compensation, qualifications, tenure, seniority, retirement, and any other maters related to county officials and employees. The committee will also direct and coordinate administrative activities, and will be responsible for the supervision and regulation of county department, county governmental organization and structure.
2. Finance Committee. The committee’s jurisdiction and mission is to assist the administrator in preparation of the annual appropriation ordinance, and to review requests for supplemental appropriations and expenditures from the contingency fund. The committee will compare every new request for funds against all outstanding county needs. The committee will also be responsible for conducting public hearings required by any federal or state funding programs. The finance committee shall have jurisdiction in property assessment, taxation appropriations and expenditures, collection, receipt and disbursement of county funds, budgeting and accounting methods, and procedures. The committee will be responsible for reviewing bonds and indebtedness, purchasing and the establishment and supervision of purchasing procedures.
3. Capital Projects Committee. The committee’s jurisdiction and mission is to coordinate with the administrator and finance committee all items relating to capital improvements. The committee will review contractor bids, blueprints, and proposed designs and make recommendation to council. The committee will also establish a maintenance plan for the county facilities and review the adequacy of the county’s insurance coverage over such facilities.
4. Planning and Development Committee. The committee’s jurisdiction and mission is to act as liaison between the county and the resource and development board. The committee will have jurisdiction over planning and zoning, engineering, regulations of buildings (building codes, plumbing, electrical and other regulations), drainage and flood control, county roads and state highways, right-of-way protection and acquisition, and condemnations. The committee will also coordinate with the land use planning commission to ensure compliance with state laws and regulations. The committee will establish and monitor a long-term plan for the county.
5. Public Health and Safety Committee. The committee’s jurisdiction and mission is the supervision of the jail, transportation facilities and services, parking and traffic control, landings and docks, railroads and railroad facilities, roadside appearance, garbage collection and disposal, public utilities, franchises and related matters, and recycling and waste management. The committee will act as the point of contact with the board of education, the county department of social services, the recreation commission, the health department, Colleton Regional Hospital, and the housing authority.
B. Committee Meetings. Except in an emergency situation, committee meetings shall be held on the call of the chairman of such committee upon seven days’ notice of such meeting to each committee member and local newspapers of record, and the clerk to council shall post notice of the meeting on the council bulletin board. A quorum of each standing committee shall consist of a majority of its members. All committee reports and/or recommendations shall be delivered to the chairman of the council by the chairman of such committee for presentation to the council at its next appropriate meeting. Committees will not normally meet unless an item has been formally referred to the committee by vote of the council.
C. The chairman of the council shall be a member of all standing committees, ex officio. The chairman shall not be counted toward the determination of a quorum, nor shall the chairman be entitled to vote on any matters before such committee unless the chairman is also the chairman or regular member of the committee convened.
D. Reference of ordinances or resolutions back to committee. Any ordinance or resolution that has been referred to a committee may be referred again to committee by an affirmative vote of three members of the council.
E. Amendments. Amendments to these rules are by proper ordinance duly adopted in accordance with this chapter and state law.
F. Order of Business. All old and new business shall be by resolution or ordinance, for which full titles shall be recorded on the agenda. Voice motions shall normally be utilized only for action required after executive session where appropriate, or in cases of urgency for items placed on the agenda by council after the call to order. Any agenda items below, for which there are no applicable council actions required may be omitted from the agenda by the clerk.
