Chapter 2.40 COMMISSION ON ALCOHOL AND DRUG ABUSE
2.40.060 Responsibilities and duties.
The Colleton County commission on alcohol and drug abuse
shall be authorized:
A. To develop and submit to county council for approval a
comprehensive county plan in accordance with the State Plan on Alcohol and Drug
Abuse required by Public Laws 99-616 as amended and 92-255 as amended and in
accordance with South Carolina Act 301 which provides for the disbursement of
revenue allocated to counties for educational purposes relating to the use of
alcoholic liquors and the rehabilitation of alcoholics, drug abusers and drug
addicts pursuant to Act 1063 of 1972;
B. To receive and expend gifts, bequests, devises,
contributions, contracts and appropriations from public and private sources and
to enter into contracts; to seek financial support from private and corporate
sources, foundations, and state and federal programs to carry out its programs
outlined in the comprehensive county plan;
C. To propose an approved budget to the county council each
fiscal year beginning July 1st and ending June 30th for purposes of carrying out
the comprehensive plan referenced in subsection A of this section;
D. To hire an executive director according to the approved
budget;
E. To coordinate all alcohol and drug abuse prevention,
intervention and treatment programs operated by public agencies in the
county;
F. To seek and offer coordination for all programs directed
toward solving the alcohol and drug abuse problem;
G. Through personal and group efforts and through their
staff, generate and maintain interest among and enlist the support of the local
community;
H. Review, through its staff, and make recommendations
concerning the application of any agency for alcohol or drug abuse program funds
to be spent in Colleton County, providing technical assistance and counsel to
the applying agency;
I. To request that any agency apply or join in the
application for funds from any source needed to implement the approved official
comprehensive plan or any part thereof;
J. Report to the county council on the progress made each
quarter of the fiscal year utilizing a format jointly agreed upon by the
commission and county council;
K. Establish an efficient set of management and fiscal
controls, including appropriate audits by an independent CPA firm, and the audit
shall be presented to county council. (Ord. 80-O-7 § 6, 1980)
