Chapter 2.44 CULTURAL ARTS COMMISSION
2.44.040 Organization, meetings, rules, staff and finances.
The arts commission shall adopt by-laws for the transaction
of business, provided however, that the by-laws must first be approved by
council. The arts commission shall keep a record of its recommendations,
transactions, findings and determinations; and shall meet at least quarterly or
at such times as the chairperson or arts commission may determine. All meetings
of the arts commission shall be considered public record and subject to the
Freedom of Information Act. The arts commission may make expenditures for
salaries of any employees and staff, contracts with consultants, and for the
purchase of required equipment and supplies, provided however, that such funding
has been appropriated by county council. The arts commission shall conduct its
affairs on the fiscal year basis employed by Colleton County. Budget requests
and other financial activities utilizing county funds shall conform to county
financial practices. The expenditures of the commission, exclusive of gifts,
shall be within the amounts appropriated for such purpose by the Colleton County
