Chapter 2.44 CULTURAL ARTS COMMISSION
2.44.050 General powers, duties and responsibilities.
The arts commission shall have the following general powers,
duties and responsibilities:
A. To guide, develop and promote cultural arts in Colleton
County in accordance with the policies of the Colleton County council;
B. To develop an overall cultural arts budget to be presented
to county council for
final approval with the county administrator administering the
budget;
C. To coordinate the work of the cultural arts director who
reports directly to the commission, the director being a full-time county
employee subject to all county personnel policy and procedures;
D. To assist with advertising, interviewing and filling of
any vacancies falling under the commission, with the county administrator having
final authority in all hiring matters;
E. To apply for and receive funds, grants, donations and
appropriations for the accomplishment of the arts commission purposes. All
grants obligating county funds shall have Colleton County as the grantee with
the arts commission as project director;
F. To adopt, use and alter a commission seal;
G. To contract with others, in furtherance of its purposes,
and to charge admission fees for special activities, provided however, that all
contracts entered into requiring expenditure by the commission are accounted for
in the approved arts commission budget, provided further that all donations and
other funds raised in excess of the annual council appropriation will not have
this restriction;
H. To make rules for the management and regulation of its
affairs and facilities;
I. To apply for assistance for funds from state, county, city
or federal agencies and that all matching funds required be approved by county
council if funds for matching purposes are not in the appropriated budget. (Ord.
