The Colleton County council pursuant to the Home Rule Act repeals all previously legislature creating the office of delinquent tax collector as an appointed position.

Further, Colleton County council shall appoint a person to serve as delinquent tax collector; and shall negotiate a contract for services with the person to be so selected after proper advertising for the position and for such a term and for such compensation as shall be negotiated between the Colleton County council and the designated delinquent tax collector.
