All bids for accounting services shall be submitted according to procedures to be formulated by the administrator and shall give complete information concerning all fees and charges for the three-year period and shall give a formula to determine such fees and charges in the event the county elects to extend this period of service as provided in Section 3.04.010(C) and (D).
