3.04.020 Bidding procedure--Terms of service.

A. The administrator of Colleton County shall advertise for bids for the services of accountants or accounting firms to service Colleton County according to established bidding procedures and South Carolina State Laws.
B. All requests to bid on accounting services commencing in the year 1987 shall be terms of three years to commence at the conclusion of the current term of service.
C. The term of service may be extended for not more than two additional terms of one year each upon the recommendation of the administrator and with the consent of a majority of council voted upon in a regular or special session.
D. No term of service may be extended for any additional one-year periods unless at least one of the following contingencies occurs:
1. The accounting firm is actively engaged in an unfinished audit which will not be completed by the end of the current term of service. This audit may be an annual or a special audit;
2. The accounting firm is assisting the county in the preparation of evidence for a civil or criminal action pending before a court of competent jurisdiction;
3. The accounting firm possesses some expertise needed by the county which is not currently possessed by other accountants or firms in the general area. (Amended during 1995 codification; Ord. 86-O-30 §§ 1-4, 1987)
