3.08.130 Authority to contract for certain professional services.

For the purpose of procuring any professional services not included in the purchasing authority of this code and the ensuing regulations, where the person is customarily contracted on a fee basis rather than by competitive bidding (e.g., clergy, dentists, physicians), a county department/division/unit may act as a purchasing agent and contract on its own behalf for such services, subject to this code and regulations. Any county department/division/ unit, who obligates the county for such services without the review and approval of the contract document by the chief purchasing officer and/or the county administrator will be held personally liable for said contract and will be subject to penalties under Section 3.08.100. In addition, contracts must be signed by the county administrator in order to be valid or the department/division/unit must have written designation by the county administrator to sign the contract document in order for the contract to be considered valid.
