Unless otherwise provided by law, all county contracts shall be awarded by competitive sealed bidding, pursuant to Section 3.08.150, except as provided in:

1. Section 3.08.160 (Competitive Sealed Proposals);

2. Section 3.08.170 (Negotiations After Unsuccessful Competitive Sealed Bidding);

3. Section 3.08.180 (Small Purchases); Section 3.08.190 (Sole Source Procurements);

4. Section 3.08.200 (Emergency Procurements);

5. Section 3.08.210 (Procurements at Auction);
