Any decision by the department/division/ unit that a procurement be restricted to one potential vendor must be accompanied by a written explanation as to why no other will be suitable or acceptable to meet the need and this explanation must be approved by the county administrator or designee. In cases of reasonable doubt, competition must be solicited. Any violation of these regulations by a department/division/unit shall, upon recommendation of the county administrator with approval of the majority of the Colleton County council, will be subject to penalties under Section 3.08.100.
