3.08.290 Regulations for sale, lease, transfer and disposal.

Subject to existing provisions of law, county council shall promulgate regulations governing:
A. The sale, lease, or disposal of surplus supplies by public auction, competitive sealed bidding or other appropriate methods designated by such regulations;
B. The transfer of excess supplies between agencies and departments. Except as provided in Section 3.08.220 and the regulations pursuant thereto, the sale of all county owned supplies, property or personal property not in actual public use shall be coordinated by the county department/division/unit in conjunction with the chief procurement officer, county finance director and/or the administrative services director. Such sales shall be held at such places and in such manner as in the judgment of the county administrator shall be most advantageous to the county. Unless otherwise determined, sales shall be by either public auction or competitive sealed bid to the highest bidder. Each department/division/unit shall inventory and report to the finance director all surplus personal property not in actual public use held by that agency for sale. The county treasurer’s office shall deposit the proceeds from such sales, less expense of the sales, in the county general fund or as otherwise directed by regulation. This policy and procedure shall apply to all departments/divisions/units unless exempt by law. (Ord. 03-O-04 (part), 2003)
