The driving or operation of any motor vehicle of any kind on the beachfront at the State Park at Edisto Beach in Colleton County is prohibited; provided, however, that governmental vehicles operated while cleaning or working on the beach, law enforcement vehicles, emergency vehicles or vehicles operating pursuant to a duly granted permit from the county shall be exempt from the application of this section. In addition, individuals who have physical handicaps which are recognized by state law, and which would otherwise preclude them from using and enjoying the beach, may drive on the beach, at speeds not in excess of ten miles per hour, in an appropriate, small, open, motorized vehicle designed to transport one such handicapped individual.
