All owners of nonmotorized recreational vehicles/trailers are exempt from the requirement to pay the Colleton County road user fee. A "nonmotorized recreational vehicle/trailer" is defined, for purposes of this section, as any nonmotorized trailer or camper of any size which is pulled by a vehicle, such as a truck or automobile and is used for recreational purposes only. Any trailer/recreational vehicle which is pulled and is used for commercial/business purposes is not exempt from the requirement to pay the fee. All totally and permanently disabled veterans whose disabilities are one hundred (100) percent service connected shall be exempt from the requirements to pay such road user fees.
