Chapter 11.12 ROAD NAMING AND ADDRESSING GUIDELINES AND PROCEDURES
11.12.020 Addressing of properties.
A. Uniform Numbering System. The Colleton County 9-1-1
department shall uniformly assign property numbers based on the uniform
numbering system except in areas previously addressed under another system.
These addresses remained in place after the implementation of enhanced 9-1-1. In
all other cases, the numbers shall be assigned under the present addressing
scheme in the related area.
B. Assignment of Numbers.
1. All structures within the unincorporated limits of
Colleton County shall hereafter be identified by references to the assigned
uniform numbering system.
2. All numbers shall be assigned by the 9-1-1
department.
3. It is unlawful for any person to establish a street
address on any street or road, on any plat within the unincorporated area of
Colleton County.
C. The 9-1-1 department will be responsible for changing the
name of any street or road within the county or a municipality located within
Colleton County:
1. Where there is a duplication of names or other conditions,
which tend to confuse public safety, the traveling public or the delivery of
mail, orders or messages;
2. When it is found that a change may simplify marking or
giving of directions to persons seeking to locate addresses; or
3. Upon any other good and just reason that may appear to the
9-1-1 department;
4. There will be no renaming of approved road names unless
deemed necessary by the 9-1-1 department.
D. Placement and Location of Address Numbers.
1. When each house or building has been assigned its
respective number or numbers, the owner, occupant or agent, shall place or cause
to be placed upon each house or building controlled by him, the number or
numbers assigned under the uniform addressing system as provided in this
chapter.
2. Such numbers shall be placed on existing buildings within
thirty (30) days after owners receiving notification of the assigned proper
number. The property owner shall pay for the cost of the assigned numbers.
Residential numbers used shall not be less than four inches in height and
business numbers shall not be less than six inches in height. These numbers
shall be made of a durable and clearly visible material in a contrasting color
for the building. A reflective material is preferred.
3. Numbers shall be fixed in a conspicuous place immediately
above, on or at the side of the proper door, so the number is clearly visible
from the street or road. In the event the doorway does not face the street or
road, the number shall be placed on the structure so it is visible from the
direction of the road or driveway providing access to the structure. In cases
where the home, building or structure is situated more than fifty (50) feet from
the street or road, the number(s) shall also be placed near the walk, driveway,
common entrance, fence, gatepost, or other appropriate place so as to be clearly
