Title 11 ROADS, BRIDGES AND PUBLIC PLACES
Chapter 11.12 ROAD NAMING AND ADDRESSING GUIDELINES AND PROCEDURES
11.12.070 Addressing properties.
A. Uniform Numbering System.
1. The 9-1-1 department shall be responsible for maintaining
a uniform numbering system and maintenance of such system within the
unincorporated areas of Colleton County.
2. The 9-1-1 department shall assist any and all
municipalities in assigning or converting addresses as needed, at the request of
and in cooperation with the municipality.
3. The 9-1-1 department shall be responsible for maintaining,
updating, and coordinating the master street address guide (MSAG) for use with
public safety and the telephone company.
B. Assignment of Numbers.
1. The 9-1-1 department shall assign each new or existing
structure with a uniform address based on one number each 5.28 feet (1000th of a
mile) of frontage in consecutive order. Numbers shall be assigned based on the
location of the front doorway facing the street of which the structure is being
addressed from, or the center of the structure should no doorway exist. In the
event the structure cannot be seen from the roadway, the driveway or the point
of access will be addressed. In cases of duplexes or multiplexes, each separate
unit shall have a unique address. After the assignments have been made and the
official notifications have been distributed, all properties or parcels of land
within Colleton County shall hereafter be identified by references to the
uniform numbering system.
2. Structures which face one road, but have a point of access
a great distance away from another road, will be addressed from the road
providing access.
3. All numbers shall be assigned with odd numbers on the left
side of the road and even numbers assigned to the right side of the road in the
direction the road is numbered. Numbers should run away from the city of
Walterboro whenever possible.
4. No existing, officially assigned address will be changed,
unless necessary to the functionality of the addressing system.
5. An address will be assigned to all habitable dwellings,
buildings, and developed property.
C. Letters shall not be used as part of the address, except
in cases of apartment complexes or mobile home parks or rare cases when only one
entrance is available to a structure, but multiple addresses are required.
Letters used with duplicated numbers should be avoided whenever
possible.
D. As a general rule, use of directional designations such as
north, south, east or west will not be used. (Ord. 99-O-30 §§
7.0--7.3, 1999)
