All revenues derived by the authority from the operation of its facilities, which may not be required to discharge covenants made by it in issuing bonds, notes or other obligations authorized by this act, shall be disposed of by the authority from time to time for purposes germane to the functions of the authority, or in such other manner as the county council may, by proper enactment, direct.
