12.08.010 C&D landfill and transfer station policy.

A. All credit residential and commercial landfill and/or transfer station users must complete and sign a customer application form and may be denied use of the Colleton County landfill/transfer station facilities if sufficient information is not available to validate the customer’s ability to pay for services rendered at the facilities or based on the customer’s prior history with the county.
B. All residential and commercial landfill and/or transfer station users may be required to complete a customer application form on an annual or as needed basis to update the customer database maintained in the waste management software system.
C. All vehicles entering the facilities for the purpose of waste disposal shall be weighed, and a weight ticket will be provided to the charged or paying customers on exiting the facilities. At that time these customers will sign acknowledging the date, amount and type of waste being deposited, and his/her (personal or company) responsibility for paying that weight ticket.
D. When the total monthly weight of all material disposed (except waste oil) by a residential customer exceeds five hundred (500) pounds, the solid waste director will ensure that the resident is charged the current tipping rate, as established annually by county council, for the weight in excess of five hundred (500) pounds. The five hundred-pound per month policy for residential customers shall also apply to shingle disposal at the landfill.
E. Commercial and residential charge/ prepay customers will receive a monthly statement during the first week of each month outlining the weight tickets provided in subsection (C) of this section for the billing month; the balance forward from the prior month; the total payments received during the billing month and applied to the customer’s account; and any late fees applied to outstanding balances thirty (30) days and greater at the time of the monthly billing.
F. Late Fees in the amount of three percent of the total customer account balance outstanding thirty-days and greater at the time of the monthly billing cycle will be applied to all accounts. The Colleton County council must approve any exceptions to this policy in writing via resolution. (Ord. 02-O-26 § 1, 2003)
