Chapter 14.28 LAND DEVELOPMENT REGULATIONS
14.28.030 Streets.
A. Circulation System Design. Street systems shall be
designed to permit the safe, efficient, and orderly movement of traffic; to have
a simple and logical pattern; to respect natural features and topography; to
present an attractive streetscape; and to permit linkage of major collector
streets and subdivisions.
B. Layout and Alignment.
1. Proposed streets shall be coordinated with the existing
street system in the surrounding area and, where possible, shall provide for the
continuation of existing streets abutting the development.
2. All streets shall be opened to the exterior property lines
of the development unless permanently terminated by a vehicular turnaround or
intersection with another street.
3. Reserve strips controlling access to streets are
prohibited except where their control is placed with the county, under
conditions approved by the planning commission.
4. No half streets shall be permitted.
C. Alleys.
1. Paved alleys are permitted in commercial and industrial
developments to provide service access, off-street loading and unloading, and
parking consistent with and adequate for the use proposed.
D. Cul-de-sacs.
1. Dead-end streets designed to be permanently closed at one
end shall not exceed one thousand seven hundred (1700) feet in length measured
from the right-of-way to the center point of the turn-around.
2. Turn-arounds shall be provided at the closed end of a
street and shall have a minimum radius of fifty (50) feet.
3. Temporary dead-end streets, which extend for a greater
distance than the depth of one abutting lot, shall be provided with a temporary
turn-around conforming to the illustration in this section.
E. Intersections.
1. No more than two streets shall intersect at any one
point.
2. All streets shall intersect as nearly as possible at
ninety (90) degree right angles.
3. Streets entering upon opposite sides of a given street
shall have their center lines directly opposite or shall be off set a minimum
distance of two hundred (200) feet, measured along the centerline of the streets
being intersected.
4. Street intersections shall be located at least two hundred
(200) feet from the right-of-way of any railroad track, measured from the
centerpoint of the intersection to the railroad right-of-way line nearest the
intersection.
F. Widths. Minimum street and right-of-way widths shall be as

G. Required Improvements. Construction Requirements,
Generally. All streets and roads to be dedicated for public use shall be
constructed in accord with the South Carolina Standard Specifications for
Highway Construction Manual, latest edition. Specifically:
1. Earthwork shall be completed in accord with Section
200.
2. Base and subbases shall be constructed in accord with
Section 300, as applicable to the proposed base course.
3. A licensed professional engineer in the state of South
Carolina shall certify road construction. Inspections are to be performed by the
engineer, or by his/her representative. Upon completion the professional
engineer shall compile and submit a certification package to the county. The
package shall include all related construction documents, lab and field-testing
reports, one set of mylar record drawings, and a stamped and signed
certification statement by the professional engineer that the road has been
constructed in accordance with the standards set forth in Section 200 and 300 of
the South Carolina Standard Specifications for Highway Construction Manual,
latest edition.
4. All subdivisions receiving preliminary plat approval prior
to July 1, 2004, are exempt from the requirements of this section.
H. Private Streets Homeowners Association. All new private
streets must be dedicated to a homeowners association with each lot accessing
the new private street having equal ownership of the private street through the
homeowner’s association. The homeowners association will designate
responsibility for the maintenance and construction of the private street(s).
The homeowner’s agreement is to be recorded at the time of recording of
