Colleton County is seeking a dedicated public servant to serve as our Community Services Director. The Community Services Director is responsible for the planning, organizing, and overseeing of the operations and activities, including leadership and administrative oversight of, multiple departments including but not limited to: Parks and Recreation, Facilities, Museum, Farmers Market, Summer Feeding, Civic Center, Fleet Services, and Capital Projects. The Director is responsible for efficient service delivery, strategic planning and fiscal responsibility.
The ideal candidate for this position is forward thinking, highly organized public servant who can balance strategic planning with hands-on operational oversight. The Director serves a critical role in improving the quality of life of Colleton County citizens through the delivery of recreational and cultural services. The Director must work collaboratively with other department heads, elected officials, and most importantly with our citizens. The Director reports directly to County Administration.
Essential Duties and Responsibilities
- Provides strategic direction and leadership for all Community Services divisions.
- Collaborates with department heads to develop departmental goals, policies, and procedures in alignment with county priorities to enhance service delivery and community satisfaction.
- Promotes a culture of excellent customer service across all departments, ensuring positive and responsive interactions with residents, visitors, and other stakeholders.
- Works with department heads to develop and administer the department’s annual operating and capital budgets.
- Advises County Administration on recreation, cultural and community programming, fleet and building assets, and other related matters. May occasionally be asked to address County Council as the subject matter expert.
- Coordinates emergency response for shelters, supplies, and county facility operations.
- In the event of a natural disaster or other declared emergency, this position is on-call and should be available for the duration of the emergency as directed.
- Implements and enforces safety policies and risk management practices.
- Monitors program effectiveness and adjusts strategies as needed to ensure efficiency, safety, and compliance with applicable laws and regulations.
- Maintains records and prepares required reports.
- Coordinates with state agencies, municipalities, contractors, and community organizations.
- May be asked to represent the County in public meetings or hearings regarding department related issues.
- Identify grant opportunities and alternative funding sources to support programs and initiatives.
- Other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in Business Administration, Organizational Leadership or related field. Master of Business Administration or Project Management is preferred.
- Five (5) to seven (7) years or progressively responsible experience in management or related field, including supervisory experience is preferred.
- Experience managing projects or multiple operational divisions is preferred.
Knowledge, Skills, and Abilities
- Knowledge of recreational programming, fleet operations, facilities management, and project management is preferred.
- Exceptional customer service and interpersonal skills with the ability to interact effectively with the public.
- Strong leadership, organizational, and decision-making skills.
- Ability to manage budgets, contracts, and capital projects.
- Ability to respond effectively in emergency situations.
Licenses and Certifications
- Must possess a valid state driver’s license.
Working Conditions
- Primarily office based with frequent visits to county-operated sites.
- Exposure to outdoor conditions and other potentially hazardous environments.
- Availability for after-hours emergencies, including nights, weekends, and holidays.
