Colleton County is seeking a dedicated public servant to act as our Public Works Director. The Public Works Director is responsible for planning, organizing, directing, and overseeing all operations and activities including leadership and administrative oversight of multiple departments including but not limited to: Roads & Bridges Department, Solid Waste Department, Animal Shelter and Animal Control, and the Mosquito Abatement Program. The Director is responsible for efficient service delivery, regulatory compliance, strategic planning and fiscal responsibility.
The ideal candidate for this position is knowledgeable about county government operations and can identify efficiencies and implement meaningful changes across multiple disciplines to improve the quality of life of Colleton County citizens through the delivery of services. The Director must work collaboratively with other department heads, elected officials, and most importantly with our citizens. The Director reports directly to County Administration.
Essential Duties and Responsibilities
- Provides strategic direction and leadership for all Public Works divisions.
- Collaborates with department heads to develop departmental goals, policies, and procedures in alignment with county priorities.
- Works with department heads to develop and administer the department’s annual operating and capital budgets.
- Advises County Administration on infrastructure, environmental, and operational matters. May occasionally be asked to address County Council as the subject matter expert.
- Coordinates emergency response for storm damage, flooding, and roadway hazards.
- In the event of a natural disaster or other declared emergency, this position is on-call and should be available for the duration of the emergency as directed.
- Ensures compliance with all applicable local, state, and federal laws and regulations including environmental and public health regulations.
- Implements and enforces safety policies and risk management practices.
- Monitors program effectiveness and adjusts strategies as needed.
- Maintains records and prepares required reports.
- Responds to citizen concerns and service requests.
- Coordinates with state agencies, municipalities, contractors, and community organizations.
- May be asked to represent the County in public meetings or hearings regarding department related issues.
- This position or their designee may act as the liaison between the County and the CTC Committee.
- Other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in Public Administration, Business Administration, Environmental Science, or a related field. Master of Business Administration or Public Administration is preferred.
- Seven (7) to ten (10) years of progressively responsible experience, including at least five (5) years in a supervisory or management role preferred.
- Experience managing multiple operational divisions preferred.
Knowledge, Skills, and Abilities
- Knowledge of public works operations, including roads, solid waste, and environmental services is preferred.
- Knowledge of applicable laws, regulations, and safety standards.
- Strong leadership, organizational, and decision-making skills.
- Ability to manage budgets, contracts, and capital projects.
- Excellent communication and interpersonal skills.
- Ability to respond effectively in emergency situations.
Licenses and Certifications
- Valid state driver’s license.
- Any required state certifications related to landfill operations, mosquito control, or animal control (or ability to obtain within a reasonable specified time).
Working Conditions
- Primarily office-based with frequent field visits to roads, landfill sites, animal shelter, and other facilities.
- Exposure to outdoor conditions, heavy equipment, and potentially hazardous environments.
- Availability for after-hours emergencies, including nights, weekends, and holidays.
