Thomas Higgs, II to lead Colleton County into the Future

During a special called meeting on Tuesday, April 21, 2025, Colleton County Council unanimously voted to enter into a contractual agreement with Mr. Thomas Higgs, II to lead Colleton County as the next County Administrator.

“We are pleased to announce the appointment of Thomas Higgs, II as the new Colleton County Administrator, effective May 19, 2025. Mr. Higgs brings a wealth of experience in public administration, leadership, and community development. With a strong commitment to transparency, efficiency, and service, he is poised to lead Colleton County into its next chapter of growth and innovation,” says Colleton County Council Chairman Scott Biering.

“Please join us in welcoming Mr. Higgs to Colleton County. We look forward to the positive impact his leadership will bring to our community and local government,” says Colleton County Interim Administrator Meagan Utsey. 

Mr. Higgs joins Colleton County by way of Laurens County, where he served as the Laurens County Administrator for the past four and a half years. Prior to joining Laurens County,  he served as the City Manager for Clinton, South Carolina. Over the last several years, Mr. Higgs has made vast improvements for both the City of Clinton and Laurens County. This display of leadership and wide breadth of experience make him the ideal leader for the continued growth of Colleton County. Relocating closer to his hometown of Barnwell, South Carolina, Colleton County welcomes our new Administrator with open arms. After earning his Bachelor of Arts degree from the University of South Carolina, he obtained his Master of Public Policy from Liberty University. Mr. Higgs is a graduate of South Carolina Economic Development Institute and the South Carolina Association of Counties Institute of Government.
