Colleton County Welcomes the Technical College of the Lowcountry with Landmark Agreement

CDL TCL Colleton

Colleton County has entered into a landmark agreement with Technical College of the Lowcountry (TCL) to provide higher education and technical certification programs for county residents. The TCL Colleton Campus will be located at the Colleton County Career Center, 1085 Thunderbolt Drive in Walterboro.  TCL plans to expand into fields such as CNC machining, HVAC and electric vehicle technology. The Colleton campus already has programs offering certifications in health science programs, welding and commercial driver’s license (CDL). These certifications are in high demand and equip students with the practical skills needed for today’s workforce. TCL is also working to finalize agreements for dual-credit courses and advanced training programs for Colleton County schoolchildren. High school students will have the ability to earn college credits while preparing for technical careers. This partnership underscores the county’s dedication to education, workforce development, and economic growth, ensuring that residents of all ages have the opportunity to thrive in a competitive job market.

“This partnership reflects Colleton County’s commitment to investing in its people and its future. TCL will deliver high quality education in several technical fields. These certifications lead directly to stable, well-paying jobs,” said Colleton County Council Chairman Scott Biering.

"We are thrilled to bring the resources, expertise, and technology of Technical College of the Lowcountry to the Colleton County Career Center," said TCL President Dr. Richard Gough. "Whether it’s for high school students starting their educational journeys or adults seeking a fresh start, together, we are creating new pathways to opportunity.”

Dr. Gough went on to emphasize the transformative power of education.

"When we train people where they live and equip them with skills that align with industry needs, we do more than prepare them for jobs — we open doors to hope, stability, and brighter futures,” he said. “We believe this is how you bring opportunity to a community and build a foundation for lasting growth.”

Dr. Gough also noted that, through various funding sources like the South Carolina Workforce Industry Needs Scholarship (SCWINS), most courses at “TCL Colleton” are tuition-free for eligible students.

“So this collaboration ensures that education and career training are accessible and affordable right here at home."

"With an emphasis on hands-on training, our students gain confidence in the skills they’ll use in the workplace," Dr. Gough added. "They leave ready to succeed."
