Job Description
Colleton County is located in the lowcountry area of South Carolina, between Charleston and Beaufort Counties with a population of over 38,000 and an operating budget of $86 million. Colleton County is seeking a detail-oriented and experienced financial leader to serve as its next Finance Director. This position reports to the County Administrator and manages all financial and procurement functions of the county.
Key Duties
- Oversees functions of Accounts Payable, Payroll, Financial Reporting and Procurement.
- Manages five professional staff, including providing opportunities for staff professional development.
- Interacts with Administration, County Department Directors, Elected Officials, including County Council, Outside Officials and other third party personnel.
- Responsible for the preparation of the June 30th County ACFR, including all schedules, footnotes and the corresponding Schedule of Federal Awards.
- Responsible for the preparation of the June 30th Airport Commission audit, including all schedules and foot notes.
- Develops and maintains all financial policies of the county.
- Assists with the development of the annual operating budget.
- Provides budget to actual reporting, along with other required financial programmatic analysis to County Administration and Airport Commissioners.
- Assists with the development of long term capital planning, including associated debt planning.
- Responsible for the issuance of long term debt financing, including the handling of all required disclosures.
- Responsible for handling all county reimbursement claims allowed under the FEMA Public Assistance program.
Qualifications
- Requires a bachelor’s degree in finance or accounting with three to five years of experience in governmental accounting or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
- Masters degree, CPA, CPFO or CGFM is preferred.
Compensation
- Annual salary range $106,246 to $149,773 depending on qualifications.
